On June 5, Gujarat will become the world’s launchpad for the first Emissions Trading Scheme (ETS) for particulate matter pollution, beginning with the Surat industrial cluster. The scheme is poised to be a game-changer in curbing air pollution. The scheme lay as a concept paper with the Union MoEF since 2010, with no state willing to take up the challenge. Gujarat has now taken the lead for other states to emulate. Additional chief secretary, environment and forests, Rajiv Gupta speaks to Paul John of TOI on what the ETS holds for the future of Gujarat and India.
